Women Can Lead

Labeled by many as one of LOST’s jewel innovations “A Step towards Municipal Elections” is a pioneer project that sets the standards of civil service. In closer inspection the project is a model of social restructuring which empowers women and encourages them to presume their roles as leaders in society. The project, very generously sponsored by the Embassy of the Netherlands, reaches out to 300 women in 14 different areas in Baalbeck-Hermel area. It

introduces them to many aspects of political life, training them on many subjects from: Leadership, Citizenship, Municipal law, Needs Assessment, Political Campaigning, local development, Social medial tools and Body Language. The project which spans over 2 years started recruitment on the 24th of April, 2014 and launched its applications in a great launching ceremony on the 22nd of May, 2014 where the attendance and social participation proved stunning to even the extreme optimists, sending out social support messages to the project. This project serves as a wakeup call to society and particularly females as these pioneer 300 are going to help propel many deserving women into authority.

A step towards Municipal Elections Takes Off

Under the patronage of her Excellency the Ambassador of the Dutch Kingdom Mrs. Hester Somsen, LOST has initiated the “Step towards Municipal Elections” project in a major ceremony held on Thursday, the 22nd of May 2014. The ceremony took place in Tamooz Hall in the presence of the ISF General Manager’s Representative Lieutenant-colonel Haydar Mazloum, the GSF General Manager’s Representative Major Hasanen Karsifi, LOST Founder and Director Dr. Ramy Lakkis in addition to various Mayors, Mukhtars, Managers and Local stake-holders. The civic participation in this ceremony was simply staggering; the huge hall barely fit the project supporters.

The ceremony was initiated with the Lebanese national anthem which was followed by a short movie discussing the project’s aspects and capturing social reflections in addition to the song “I want to participate” by Artist Marwan Smaha, after that the stage turned to LOST founder and Director Dr. Ramy Lakkis. He started off by saying how this project reflects the strategic planning LOST has set to achieve focusing on improving Governance, Livelihood, Human Rights and Peace Building in Baalbeck Hermel area. Dr. Lakkis went on to explain that the decision making rates of women’s participation in Baalbeck Hermel are unacceptable and that women have every right to lead. He signed off by discussing the aspects of the project after that, Ambassodor Somsen stepped up explaining how shocking it was for one of the best rated democracies in the Middle East to neglect and disregard women participation. She explained how much her country believes in the projects ideas and wished the best of luck for the 300 ladies participating in the project. She finally stated “Women will change the nature of power instead of power changing the nature of women”.

الجمعية اللبنانية للدراسات والتدريب تطلق مشروع "خطوة نحو الانتخابات البلدية"

اطلقت الجمعية اللبنانية للدراسات والتدريب "مشروع خطوة نحو الانتخابات البلدية" في احتفال اقيم في قاعة تموز في بعلبك بحضور راعية الاحتفال سفيرة مملكة هولندا في لبنان السيدة هيستر سومسن، المقدم حيدر مظلوم ممثلا المدير العام لقوى الامن الداخلي، الرائد حسنين القرصيفي ممثلا المدير العام للامن العام، مؤسس ورئيس الجمعية اللبنانية للدراسات والتدريب الدكتور رامي اللقيس، السيد محمد معاوية ممثلا اتحاد بلديات بعلبك، رؤساء بلديات، مخاتير، مدراء مدارس وفعاليات.

بعد النشيد الوطني اللبناني وعرض فيلم عن المشروع وتقديم اغنية "بدي شارك" للفنان مروان سماحة تحدثت عريفة الاحتفال ظريفة بلوق فاشارت الى ان المشروع يهدف "الى تدريب 300 سيدة من 14 بلدة في محافظة بعلبك الهرمل على العمل البلدي وتمكينهن من المشاركة الفاعلة في انتخابات 2016".

ثم تحدث مؤسس جمعية الدراسات الدكتور رامي اللقيس الذي اكد "ان تمكين الناس وإشراكهم في القرارات الاساسية التي تؤثر في حياتهم هو رؤيتنا الإستراتيجية، واشراك المرأة في القرارات المحلية هو تفصيل عملي وجدي لتعزيز ثقافة المشاركة بشكل عام من خلال اشراك شريحة توازي في عددها نصف المجتمع وفي قيمتها أغلى ما في الحياة، فمشروعنا اليوم هو خطوة أو حلقة من سلسلة برامج قد اطلقناها في استراتيجية الجمعية 2014-2017، والتي تتناول اربعة عناوين هي: تعزيز ثقافة المشاركة في المجتمع، دعم برامج زيادة الدخل وكسب الرزق، بناء السلم الأهلي وتعزيز الخدمات الانسانية الاساسية والدعم القانوني".

واضاف، "ان إستراتيجية 2017 تنطلق من رؤية كلية لعملية التغيير التي يحتاجها مجتمعنا بشكل دائم، كلية في ربطها الواقع السياسي بالواقع الاجتماعي الاقتصادي وعلاقتهما بالحالة الثقافية الفكرية السائدة، فلن يكون هناك تغير فعلي في مجال معين دون ان تواكبه سلسلة تغيرات في نواحي أخرى، فلا مشاركة لسيدة في انتخايات بلدية قادمة دون تمهيد ثقافي وفكري يساعدها على تخطي كثير من العقبات الاجتماعية المتعلقة والمرتبطة بقيم مقاومة التغير السائدة في مجتمعنا". 

واضاف اللقيس "ان المشاركة في القرار، بالاضافة الى انها حق سياسي انساني كامل، هي تعزز بناء الوحدة الاجتماعية وتعطي ابناء المجتمع الوسيلة الكفيلة بالاشتراك في المسؤولية، والحق في الرقابة، ومنها تتأتى نتائج عديدة ابرزها : تحسن مستوى اداء الهيئات المنتخبة وذلك حكما ينعكس تحسين في الخدمة العامة، يعني خير عام لجميع المواطنين" .

واشار الى ان "اشراك المرأة في القرار البلدي  يتعزز بقناعتنا ان دور البلدية الاساسي هو دور تنموي تغييري ومن هنا يحاول مشروعنا ان يسهل مشاركة المرأة في القرار البلدي التنموي من خلال الدعم الثقافي والفكري للقضية، تمكين السيدات الراغبات في المشاركة وتطوير مهارات التواصل والاقناع لديهن بدورها اشارت سفيرة مملكة هولندا في لبنان هيستر سومسن ان "المرأة سوف تغير طبيعة القوة بدلا ان تغير القوة طبيعة المرأة، وان اشراك المرأة المتساوي مع الرجال بالتأكيد يساهم في مستوى العدالة والشرعية في الديمقراطيات العالمية".

واضافت "ان مشروع خطوة نحو الانتخابات البلدية يساهم في تعزيز دور المرأة في المشاركة السياسية وان المشروع سيساهم في تغيير سوء تمثيل المرأة في السياسة خصوصا انه يفعل دور 300 سيدة في منطقة بعلبك الهرمل في المشهد السياسي المحلي، ونحن كلنا امل بان تستفيد السيدات من التدريبات التي يتضمنها المشروع والتي ستمكن بعض المشاركات في اطلاق حملاتهن الخاصة للانتخابات القادمة".

واشارت الى ان النساء "ليسوا ممثلين بشكل منصف في السياسة اللبنانية لا على المستوى الوطني ولا حتى على المستوى المحلي حيث تشكل مشاركة النساء فقط 2% من الجسم السياسي في لبنان وفي بعلبك الهرمل مثلا تحتل النساء فقط 11 مقعدا من اصل 805 مقعد رغم ان النساء في هذه المنطقة مثقفن كالرجال كما هن ناجحات في المشاريع الاقتصادية".

واعتبرت سومسن ان "لبنان يمدح لكونه واحدا من الديمقراطيات القليلة في الشرق الاوسط لكن هل نستطيع ان نتكلم عن ديمقراطية حقيقية عندما نعرف ان 98% ممن يمثلون مصالح الناس هم رجال؟، فهذا الواقع يجب ان يتغير وانا مؤمنة بان مشروع الجمعية اللبنانية للدراسات والتدريب سوف يشكل خطوة اساسية في هذا الاتجاه وسوف يساهم بشكل كبير في بناء المجتمع اللبناني".

وفي ختام الاحتفال تم تخريج دفعة من طلاب معهد الالكترونيك والفنون التجارية “ECC” كما تم قطع قالب الحلوة احتفالا باطلاق مشروع "خطوة نحو الانتخابات البلدية"

Women’s Empowerment a Step on the right path

LOST took a major step towards gender equality in Baalbeck Hermel Area, as LOST founder and Director Dr. Rami Lakis and her Excellency  the Ambassador Of the State of Netherlands Hester Somsen signed the “ Step Towards Municipal Election” project agreement. The project, which is sponsored by the Embassy of the State of Netherlands, kicks off this Month. It will last two years dealing with 300 women promoting their role in Political Participation.

The project is the first initiative in Baalbeck-Hermel to help women participate actively in public affairs; it will engage participants in specific training workshops that help them take part in the coming municipal elections in 2016. It will also prepare for a more positive political environment that will allow more women to participate in local decision processes and structures.

Women’s participation in the political decision process is extremely low where they comprise a tiny 2% of the political body, be it local or even national. In the context of Baalbeck-Hermel Region, women hold 11 seats in their respective municipalities out of a total of 508 seats and out of a total of 243 Mukhtars only three are women.

خطوة نحو الانتخابات البلدية

وقع مؤسس الجمعية اللبنانية للدراسات والتريب الدكتور رامي اللقيس وسفيرة مملكة هولندا في لبنان Hester Somsen  اتفاق تنفيذ مشروع "خطوة نحو الانتخابات البلدية" والذي يشكل خطوة رئيسية نحو المساواة بين الجنسين في منطقة بعلبك الهرمل.
يهدف المشروع الذي يستمر نحو سنتين الى تدريب 300 سيدة في 14 بلدة في محافظة بعلبك الهرمل على العمل البلدي وتمكينهن من المشاركة الفاعلة في انتخابات 2016 بالاضافة الى تعليمهن كيفية استخدام وسائل التواصل الاجتماعي في اعداد الحملات الانتخابية.
يعتبر مشروع "خطوة نحو الانتخابات البلدية"  المبادرة الاولى التي تسعى الى مساعدة النساء على المشاركة بالنشاطات العامة، من خلال اشراكهن في حلقات العمل التدريبية المحددة التي تساعدهم على المشاركة في الانتخابات البلدية المقبلة في عام 2016 ، وهو فرصة لاعداد بيئة سياسية أكثر إيجابية من شأنها أن تسمح للمزيد من النساء المشاركة في عمليات اتخاذ القرارات المحلية و العامة.
يأتي المشروع بعد ملاحظة مشاركة ضعيفة للسيدات في عملية اتخاذ القرار السياسي حيث يشكلن  نسبة صغيرة  لا تتعدى 2٪ من  اجمالي المشاركة السياسية سواء على المستوى المحلي أو حتى الوطني.

Improving Livelihood and Providing Food Security for Poor Families in Baalbeck

Today marked the first meeting held for the people benefiting from LOST’s most recent food Security project sponsored by the Mennonite Central Committee (MCC). The meeting that took place at LOST headquarters in Baalbeck was the introduction step to the aspects and benefits of the project, which includes goat distribution to families with small kids, thus providing them access to fresh milk. A local vet, Dr. Moussa Solh, explained how to raise goats and the impact this project can have on the beneficiaries and their kid’s growth. At the end of the meeting, some beneficiaries delivered some words of sincere thanks to the sponsors in an attempt to highlight their gratitude.

الجمعية اللبنانية للدراسات والتدريب توزع ماعز على العائلات الفقيرة في بعلبك

وزعت الجمعية اللبنانية للدراسات والتدريب ماعزاً على العائلات اللبنانية الفقيرة ضمن مشروع " الطريق إلى الأمن الغذائي" الذي تنفذه بالتعاون مع مؤسسة (MCC ).
ياتي المشروع ضمن مشاريع زيادة الدخل ومساعدة العائلات الفقيرة في المنطقة التي تنفذها الجمعية لذلك عمدت الى توزيع ماعز  حلاب على 16 عائلة لبنانية في مدينة بعلبك  بالتعاون مع مخاتير المنطقة.
مؤسس ورئيس الجمعية الدكتور رامي اللقيس اشار الى ان الجمعية عمدت الى اختيار عائلات فقيرة ومحتاجة من خلال بعض المعايير منها، ان تكون العائلة لبنانية، متضررة من الازمة السورية بشكل مباشر او غير مباشر، ان تكون العائلة فقيرة وبحاجة الى زيادة دخلها وان تمتلك الحد الادنى من الخبرة في تربية الماعز، وان تمتلك مكاناً مناسباً لتربية الماعز وان يكون عدد افراد العائلة 5 اشخاص وما فوق  من ضمنهم اطفال.
واضاف اللقيس ان الجمعية تعمل من خلال هذا المشروع على تحقيق الأمن الغذائي خصوصاً عند الاطفال الذين يعانون من سوء التغذية وعدم قدرة ذويهم على تأمين مادة الحليب التي تعتبر من المواد الاساسية بالنسبة للاطفال،  وبناءً عليه فقد تم اختيار ماعز ذات الجودة العالية والتي تعيش فترة طويلة حسب اراء الاختصاصين، مما يساعد العائلة على الاستفادة بشكل جيد من هذا الكائن الحي .
واشار الى ان الجمعية ستواكب عمل هذه العائلات لتأمين دخل افضل وللاستفادة القصوى من الحليب من خلال الدورات التعليمية الارشادية الهادفة الى بناء القدرات لدى المستفيدين.

“God is Looking After my Kids”

Amena, a beneficiary of LOST’s MCC Food Security project is the mother of five orphans. In one of LOST’s field visits, Amena greeted the field officer saying,” Sometimes I feel that god is looking after my Kids”. She went on telling her story. A few months earlier, Amena was happily married with 5 kids, aged 16, 15,14,10 and 1. Then one day her husband and father of those five kids seized to exist. The husband was the victim of an outbreak of violence in Baalbeck city that cruelly terminated his life. This family’s pain did not stop at the point of unjustly loosing the father, for him being their source of income meant this family’s livelihood was in jeopardy. Yet the family stuck together and Amena took matters into her hands, she started doing whatever manual crafty work from her house. As little as it produced, it put some food on the table and helping hands always seemed to find her way. Relatives have tried to help to their best and so did LOST through the MCC Food Security project, which gives beneficiaries goat ensuring sustainable nutritious milk to kids in less fortunate families . Amena believes another family would have been devastated by what happened but god through those helping hands saved her kids.

اطلقت الجمعية اللبنانية للدراسات والتدريب استراتيجية عملها ما بين 2014 و 2017 في مؤتمر صحافي عقدته في مركز الجمعية في بعلبك ، بحضور العقيد حسين دعيبس ممثلا قائد الجيش، عضو هيئة الرئاسة في حركة أمل العميد عباس نصرالله ، راعي أبرشية بعلبك للروم الكاثوليك  المطران الياس رحال، مفتي بعلبك الهرمل الشيخ خالد صلح ، مخاتير وفعاليات.

بعد النشيد الوطني اللبناني تحدث مؤسس و رئيس جمعية الدراسات الدكتور رامي اللقيس فقال : ” الاستراتيجية التي سنعمل عليها خلال السنوات الثلاث القادمة هي استراتيجية حل  أزمات ومعالجة مشكلات تعمل على تعزيز التواصل والتشبيك بين الجمعية و الوزارات  الخدماتية من أجل خلق شراكة أفضل بين القطاعين العام والخاص والتركيز على دراسة الحاجات المحلية وإبرازها لتأكيد حضور المناطق الفقيرة والمحرومة بشكل فعال أكثر على ساحة الخدمات المعتمدة في البرامج الدولية والمحلية وزيادة العمل على دعم المجتمع المضيف في كافة البرامج الانسانية القائمة على دعم النزوح السوري “.

ورأى اللقيس أن ” العمل ضمن هذه الاستراتيجية يساعد في تعزيز السلم الاهلي وتدريب وتمكين الناشطين في مجالات بناء السلم الاهلي والتشبيك والتنسيق بين كافة البرامج المحلية والوطنية العاملة في مجال الحكم الصالح وشرح المفاهيم وتطوير آليات التطبيق من خلال التوعية السياسية الدائمة، فالحديث عن الحكم الصالح هو الحديث عن أداء المؤسسات السياسية و الادارية و البلدية من جهة وسلوك المواطن من جهة أخرى ” .

واضاف اللقيس : ” هناك ضعف في الثقافة السياسية المحلية وهناك شكوى دائمة من سوء أداء السلطات وخاصة المحلية و هذان العاملان ينعكسان سلباً على نوعية الخدمات التي تقدمها هذه السلطات فيكون التأثير سلبياًعلى نوعية الحياة، فان الاستراتيجية تشير الى ضرورة العمل على تطوير دعم العمل البلدي من خلال  تعزيز مشاركة السيدات و الشباب في القرارات السياسية وتطوير قدرات المجتمعات المحلية على الاستجابة لمشاكل المجتمع وحاجات الناس من خلال الابحاث والدراسات لتطوير القدرات على القيادة والادارة والتخطيط الاستراتيجي ، بالاضافة الى برامج زيادة الدخل والتخفيف من انعكاسات الفقر بالاعتماد الى المشاكل والمعوقات التي تنطلق من ضعف البنى الانتاجية التقليدية والواقع الامني الحساس وزيادة المنافسة نتيجة تعاظم النزوح السوري وهذا ما يتطلب العمل على  دعم الانتاج المنزلي  الريفي لتطال زيادة الدخل لأكثر العائلات اللبنانية فقراً وتأثراً بالأزمة السورية ودعم المشاريع الزراعية الصغيرة وتطوير مهارات العاملين فيها وزيادة فرص تمويل المشاريع الانتاجية القائمة، وتأسيس مشاريع جديدة من خلال “وحدة الاقراض” التي أنشأتها الجمعية حديثاً ” .

وتابع اللقيس : “ان الاستراتيجية تلحظ حقوق الانسان التي هي في اتجاه العدالة الاجتماعية حيث نلاحظ النقص الحاد في معرفة الحقوق الانسانية لدى شرائح واسعة في المجتمع وعدم الجدية في تعاطي المؤسسة الرسمية في مسألة علاقة الحقوق بالعدالة الاجتماعية، ومن هنا فان الاستراتيجية تشير الى العمل على تمتع الناس بحقوقهم الاساسية من أجل تكوين بنية اجتماعية، اقتصادية، سياسية، أكثر عدلاً من خلال برامج التوعية الاجتماعية للسيدات حول الصحة الانجابية ، التغذية ، المهارات الحياتية وتطوير برامج الحماية الاجتماعية المعتمدة من قبل الكثير من المنظمات الدولية ، والعمل على تقليص ظاهرة مكتومي القيد والعمل على اقناع الاجهزة المختصة بضرورة حل هذه المشكلة من أجل تمتع المواطنين بحقوقهم الاساسية من أجل تحقيق العدالة الاجتماعية المطلوبة “.

The Lebanese Organization of Studies and Training Launches 2014-2017 Strategy

The Lebanese Organization of Studies and Training (LOST) has recently launched its “Strategy 2014-2017” at a press conference at LOST’s headquarters in Baalbeck in the presence of key stakeholders in the region; Colonel Hussain Doaybes representing the leader of the Lebanese Army, Leading committee member of Amal Movement and President of the Islamic University Brigadier-General Abbas Nasrallah, Baalbeck catholic Pastor Bishop Ilias Rahal, Baalbeck Hermel Mufti Khaled Solh, and stakeholders attended the event.
 

After the initiation through the Lebanese anthem, Head of LOST Dr. Ramy Lakkis indicated that “Our 3-year strategy is a one of conflict resolution and problem solving. It works on increasing communication and linkages between LOST and the public service ministries to create the best partnership possible between the private and public sector. It also focuses on extensively conducting local needs assessments, publicizing them to put the issues of underprivileged and deprived areas on the national agenda, and orienting the national and international programs towards supporting the host community in all humanitarian projects dealing with the Syrian refugee crisis”.

Dr. Lakkis went on to say “The direct implications of this strategy promotes civil peace, empowers activists in the field of civil peace building, creates linkages and coordination between local and national actors working on governance, and develops implementation mechanisms through continued political awareness”. “Tackling the issue of good governance is addressing the performance of administrative, political, and municipal foundations as well as performance of their fellow citizens”.
 

Dr. Lakkis also added that “There exists a weakness in the local political culture exacerbated by the indiscriminately poor performance of local and national authorities. These two factors reflect negatively on the quality of services offered by these authorities causing bad repercussions on the quality of life. The strategy clearly stresses the need to improve and evolve the support of municipal work through increasing women and youth participation in the political arena and evolving the capabilities of local communities to respond to the problems of society through research and studies thus increasing potential of leadership, management and strategic planning.

This strategy also highlights the urgency of implementing livelihood and reduction of poverty programs for the hosting communities to reinforce resiliency that degraded due to the influx of refugees from Syria, which increased competition with the local labor force, overloaded the poor infrastructure, and jeopardized security. This calls for intensive work on supporting domestic production reaching the most needy Lebanese families affected by the Syrian crisis, supporting small income-generating and agricultural projects, building the capacity of local farmers,  and providing funding opportunities for small businesses or even funding new ones through LOST’s new Micro Credit Unit”.

Dr. Lakkis continued by saying “The strategy takes great consideration of Human Rights which leads to Social justice. An acute lack of knowledge in Human Rights among vast stakes of society and the government’s apathy toward the relation between rights and social justice can obviously be spotted. The new strategy dictates working towards people enjoying their basic rights thus constructing a rather fairer social, economic and political structure. This is achieved through executing diverse programs that enhance Social protection designed by International Organizations, conducting awareness campaigns dealing with Reproductive Health, Nutrition and life skills in addition to working on diminishing the phenomenon of stateless and Non-Registered citizens by persuading authorities to recognize the importance of solving this problem.”
