Civil Peace Building Initiative in Northern Bekaa

The Lebanese Organization of Studies and Training and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) are currently organizing a Conference on « Civil Peace Building Initiative in Northern Bekaa » to be held at Tammouz Hall– Baalbeck, on November 1st, 2013. 

This conference aims at creating an independent platform for local CSOs and international agencies to openly explore the potential initiatives that address and tackle the current sectarian conflict. It also helps in building sustainable structures of real and constructive dialogue that secure long-term peace. 

In this context, and in order to clearly define the region’s needs and stakes, this conference should focus on engaging key stakeholders which play a crucial role in promoting peace building like municipalities, CSOs, educational institutions, and international donors in putting peace building as a high priority on their agenda, coordinating efforts in the field, and laying strong foundations for future networking among them.

Young Peacebuilders in the Baalbeck Market place

In Baalbeck Market place, very close to the recent confessional skirmishes that broke out last month, 20 youth painted a mural where they wrote slogans about peace building and social cohesion.

This is the first outdoor activity of the “Young Peace builders project” which aims at empowering

 

This project is implemented by the “Lebanese Organization of Studies and Training” and funded by “War Child Holland” organization.

youth in Baalbeck- Hermel to resolve conflict peacefully and act proactively in their local community. During four months, 40 youth representing four schools (Hermel Secondary school, Hermel Namouzajeyia School, Hekmeh School and ECC) from Baalbeck & Hermel cities will meet, work together to implement interactive, and peace related activities in their region.

جداريات السلم الاهلي في سوق بعلبك ومدارس الهرمل

نفذ الشباب المشارك في مشروع “الشباب والسلم الاهلي” الذي تنظمه الجمعية اللبنانية للدراسات والتدريب بالتعاون مع War Child Holand، جداريات السلم الاهلي وسط سوق بعلبك وفي مدارس الهرمل النموذجية والهرمل الرسمية.

تضمنت الجداريات شعارات تنادي الى الوحدة وحماية السلم الاهلي ومنها “بدنا نعيش مع بعضنا بسلام”، “إيدي بايدك منبني بعلبك المحبة والسلام”، “ما تخلو شمس بعلبك تغيب”، “السلم الاهلي إلي وإلك”.

كما نفذ الشباب حواجز محبة في الاسواق حيث تم توزيع شعار “بدنا نعيش مع بعضنا” على المارة واصحاب المؤسسات التجارية.

 واشار مدير المشروع وليد الرفاعي الى “ان المشروع يتضمن تدريب 40 شابا وفتاة من مدارس منطقة بعلبك الهرمل على مهارات حل النزاعات وبناء السلم الاهلي، وذلك بهدف تمكينهم من استخدام هذه المهارات والتصرف بايجابية وسلميا في مجتمعاتهم وخلق مساحة مستقلة للحوار البناء والهادف وتعزيز ثقافة السلم الاهلي والقيام بانشطة تساهم في تحقيق هذه الاهداف بالاضافة الى تأسيس 4 اندية للسلم الاهلي في المدارس المستهدفة والتهيئة لشراكة طويلة الامد بين المدارس والاندية والشباب المشارك والجمعية اللبنانية للدراسات والتدريب.

More than Legal Capacity Building; Legal Counseling

The “Housewives’ Rights” project has recruited more than 200 women so far from the different areas of Baalbeck, Ein, Bednayel and El- Hermel. The project didn’t only provide legal awareness seminars in different topic related to legal rights of housewives in the Islamic Shariaa, but it also provides a framework for discussion and participation for women and experts to learn more, understand and interpret Housewives rights in Islam. Moreover, some women took the opportunity to discuss in these seminars their own social problems to learn how to solve them; many seminars ended with free counseling sessions.

The Housewives project, funded by the World Bank, will end up this week but many women would keep in touch through the WPE Facebook page.

The Kaemakam of Baalbeck, Honored for Retirement

The civil society organizations in Baalbek organized an honoring tribute to Baalbek Kaemakam Mr. Omar Yassin on the occasion of reaching the age of retirement, in the presence of Baalbeck Roman Catholic Pastor the Archbishop Elias Rahal, heads of Municipalities and Mukhtars, administrative and educational representatives, key figures and media.

The founder of LOST Dr. Rami Lakkis noted that “we celebrate in this event a figure characterized by his transparency and his fair management, responding to the concerns of the people and their affairs”. Dr. Lakkis added, “we are honoring the rights of Omar Yassin who faced the waves of sectarianism that ripped and torn the society.

In his turn, the venerable Yassin, delivered a speech expressing his hope that all the decisions taken at “El-Taif”, concerning the expanding of the administrative powers of Kaemakamin and the decentralization of services for citizens close to their residence would be achieved. Yassin added, “all the wishes for stability, safety and loyalty among sects and doctrines”.

At the end of the ceremony Mr. Mustafa Abo-Esber and Mrs. Shall handed the venerable a shield on the behalf of the NGOs and “Hayakil Baalbek Band” which in turn offered a traditional folk panel.

المجتمع المدني " في بعلبك يكرّم ياسين لتقاعده"

أقامت هيئات المجتمع المدني واعلاميو بعلبك حفل تكريم لقائمقام بعلبك عمر ياسين بمناسبة بلوغه سن التقاعد، في قاعة تموز في المدينة، بحضور راعي أبرشية بعلبك للروم الكاثوليك المطران الياس رحال، منسق تيار المستقبل في بعلبك حسين صلح والوفد المرافق، رؤساء بلديات ومخاتير، رئيس دائرة أمن عام البقاع الثانية الرائد حسنين القرصيفي، وفعاليات إدارية وتربوية وأهليّة واجتماعيّة وإعلاميّة.

وتحدثت السيدة حفيظة الرفاعي الططري عن مآثر المحتفى به. وألقى الدكتور رامي اللقيس كلمة هيئات المجتمع المدني فقال: نكرم في حفلنا هذا العمل الشفاف والإدارة النزيهة والاستجابة لهموم الناس وشؤونهم، اليد البيضاء والمواظبة على العمل والثبات على المبادئ. نكرم نهج المدنية ودعم الحركات المدنية التي أرادت أن تبقى ليبقى مجتمعنا ينبض بالحياة والخير والعدل والعمل. نكرم الإنسان عمر ياسين، صاحب القلب الكبير، المتواضع، المدني بامتياز، الذي تصدى لموجات الطائفية التي مزقت وتمزق الإدارة وخلايا المجتمع.

وتكلم الزميل حكمت شريف باسم إعلاميي قضاء بعلبك فقال، ان ياسين "أدرك منذ اللحظة الأولى أن هذا الشعب جزء منه، يستحق الرعاية والاهتمام، فاشتبك إيجاباً مع المجتمع البعلبكي، مع فعالياته الاجتماعية والسياسية، ومد يده لكل الناس، فانخرط معهم في كل المجالات فأجاد وأتقن. ثمانية عشر عاماً يتدبر أمور قائمقاميّة بعلبك بحكمة ورويّة، ويدير شؤونها بحرفيّة نظيفة، ستظل حجة على المقصرين والفاسدين.

وألقى دريد الحلاني كلمة قائمقاميّة بعلبك فأكد أنّه خلال العدوان الإسرائيلي على لبنان في صيف 2006، وبالرغم من أنّ معظم المسؤولين وحتى الأمنيين منهم تركوا أماكن عملهم في مدينة بعلبك، ورغم أن المدينة قد فرغت تقريباً من سكانها، إلا أن القائمقام ياسين أبى إلا أن يمارس دوره الإداري والأخلاقي والوطني والإنساني والريادي تحت الخطر والقصف، معتبراً نفسه مشروع شهيد على مذبح الوطن.

وألقى المكرم ياسين كلمة قال فيها: أملنا ونحن نعيش دستور الطائف أن تطبّق بنوده كما وردت إدارياً بتوسيع صلاحيات القائمقامين والمحافظين، وتطبيق اللامركزية التي توصل الخدمة إلى المواطن قريباً من محل سكنه. وتابع : إنّ ما ابتلي به الوطن من انقسام خطير وانتشار ظاهرة التعصب المذهبي المقيت، اثر سلباً على المنطقة، وكان لنا شرف المساهمة في مواجهته مع نخب سياسية وثقافية وتربوية وروحية وهيئات المجتمع المدني والسلطات المحلية، حيث أكد الجميع رفض هذه الظاهرة التي تفتك بالمجتمع وتهدد أركان الدولة ومؤسساتها.

وختم قائلا: نأمل للمحنة أن تزول وأن تنعم المنطقة وكل الوطن بالاستقرار والأمان، وأن تتحقق كل الأمنيات، ويصبح الولاء للوطن لا للطائفة ولا للمذهب.

وقدم مصطفى أبو إسبر درع تقدير للقائمقام ياسين باسم الجمعيات الأهلية. كما قدمت السيدة رجاء شمص الشل درعاً باسم فرقة هياكل بعلبك التي عرضت لوحة فولكلورية تراثية.

Celebrating Success of “Get Connected”

The Lebanese organization concluded its project “Get Connected” with the presence of representatives of municipalities of Baalbeck-Hermel region, NGOs, Key figures and the founder and the representative of the Lebanese Organization Dr. Ramy Lakkis, the representative of PACE foundation, Mr. Shaddi Nashabeh and a group of attendees.

After the Lebanese National Anthem, the Lebanese Association for Students (LAS) presented a theatrical pursuant serving an environmental topic. Then Mr. Ahmed Toffaily introduced the (GC) project to the attendees.

Following Mr. Touffaily’s introduction, the director of (GC) project, Mr. Salah Zaiter, delivered a speech pointing out that this project was launched under the notion of improving the quality of public services with the participation of 60 Youth and 40 participant representing twenty civilian institution from schools, organizations and high-schools in Baalbeck-Hermel region. Where daily life issues formed the axis citizen interests and discourses and they identified four addresses and pressure campaigns that worked on the defender implemented in each branch of the four assembly.

The event ended by mini-workshops held between the project participants and organization representatives discussing the results they have come up with the campaign. Then Dr. Lakkis and Mr. Nashabeh distributed certificates for graduates of Electronic and Commerce Center (ECC).

اختتمت الجمعية اللبنانية للدراسات والتدريب مشروع Get Connected في احتفال اقامته في قاعة تموز في بعلبك في حضور ممثلي بلديات منطقة بعلبك الهرمل، رؤساء جمعيات، ورئيس الجمعية اللبنانية للدراسات والتدريب الدكتور رامي اللقيس، ممثل مؤسسة PACE شادي نشابة، وحشد من الفاعليات.

بعد النشيد الوطني اللبناني قدمت الجمعية اللبنانية لدعم الطالب عملا مسرحيا يتناول موضوع البيئة ثم عرف المحامي احمد الطفيلي بمشروع "connected Get" مشيرا إلى أنه " نفذ في فروع الجمعية الاربعة:بعلبك، العين، بدنايل والهرمل بالتعاون مع برنامج "PACE"، وبتمويل من الوكالة الاميركية للتنمية، ويهدف الى تمكين وتدريب الشباب ومؤسسات المجتمع المدني في منطقة بعلبك الهرمل، على المدافعة ورفع الصوت لتغيير السياسات المتعلقة بحقوقهم وشؤونهم كمواطنين، من خلال استخدام وسائل الاعلام الاجتماعي بشكل خاص".

وتحدث مدير المشروع في الجمعية اللبنانية للدراسات والتدريب المحامي صلاح زعيتر فأشار إلى انه " تحت عنوان تحسين نوعية الخدمات العامة انطلق مشروع Get Connected بمشاركة 60 شابا و40 مشاركا يمثلون عشرين مؤسسة مدنية من جمعيات ومدارس وثانويات من منطقة بعلبك الهرمل، حيث شكلت القضايا الحياتية اليومية للمواطن محور اهتماماتهم ونقاشاتهم، وبرز الاهتمام لدى المشاركين في المشروع بضرورة رفع الصوت والضغط على المؤسسات المعنية من اجل تأمين الخدمات بشكل علمي وبفعالية اكبر من خلال مشاركة المواطنين في تحديد القضايا والمشكلات وباعتماد التخطيط الانمائي لتأمين الحقوق وتوفير العدالة الاجتماعية. ولقد حدد المشاركون عناوين لأربع حملات ضغط ومدافعة عملوا على تنفيذها في كل فرع من فروع الجمعية الأربعة ".

أضاف :"لقد اختار فرع بعلبك حملة تعزيز السياحة في المدينة بعنوان "عينك ع بعلبك"، بدأت بلقاء للفعاليات واصحاب المؤسسات السياحية مع مديرة الانماء السياحي في وزارة السياحة السيدة منى فارس، واستمرت اللقاءات مع الفاعليات الى ان خرجت بتوصيات لبلدية بعلبك بعنوان "اعتماد برنامج انماء سياحي" فكانت أولى النتائج إعادة تفعيل لجنة السياحة في البلدية، وفي بلدة العين ومحيطها".

واعتبر انه " لم يعد مقبولا اليوم الاستهتار بشؤون المواطنين، كما لم يعد مقبولا ادارة مؤسسات الحكم بذهنية التفرد واللامبالاة وبسيطرة البيروقراطية على الادارات العامة، خصوصا بعد الفشل الكبير بأداء نسبة من البلديات لدورها في التنمية المحلية، لذلك تكبر يوما بعد يوم مطالبة المجتمع المدني والمواطنين الفاعلين بالمشاركة في العملية التنموية وفي صنع القرار، ويتشكل يوما بعد يوم الوعي بضرورة اجراء مراجعة نقدية لأداء مؤسسات الحكم المحلي ومؤسسات الدولة والانتقال الى نهج جديد يقوم على مبدأ الشراكة الفاعلة مع المجتمع المدني لرسم استراتيجيات وسياسات تنموية مستدامة ترتكز على مبدأي الحقوق والعدالة الاجتماعية".

بدوره اعتبر نشابة ان المشروع "حقق نتائج مهمة يجب العمل عليها واستكمالها لتحقيق اهدافه، لا سيما في السياحة والزراعة وحق الوصول الى المعلومات والمشاركة في اعداد موازنات البلديات ".

وفي ختام المشروع عقدت لقاءات مصغرة بين المشاركين في المشروع وممثلو الجمعيات حيث تم التداول في آخر ما توصلت اليه نتائج الحملة ثم سلم اللقيس ونشابة الشهادات على الخريجين كما تم تخريج طلاب معهد الـ ECC.

“Walk Together for Civil Peace” Race under the patronage of the Minister of Youth and Sports

In a visit paid to the ministry of Youth and Sports, Dr. Ramy Lakkis, the president of the Lebanese Organization of Studies and Training requested the patronage of H.E Faisal Karame, the minister of Youth and Sports of the “Walk Together for Civil Peace “ Race which will be held in Baalbeck on November 15th 2013.

Funded by GIZ, the Race will promote for a culture of peace by bringing together more than 1000 participants from Baalbeck-Hermel region (youths, students, teachers, parents, local authorities, mukhtars…).

LOST will also engage 6 partner NGOs and 20 schools in the design and implementation of the Race.
Mr. karame welcomed the timely initiative and approved his patronage and participation in the event.

زار مؤسس ورئيس الجمعية اللبنانية للدراسات والتدريب الدكتور رامي اللقيس  معالي وزير الشباب والرياضة فيصل كرامي في مكتبه حيث طلب منه رعاية سباق بعلبك الهرمل 2013 "نركض من اجل السلم الاهلي" الذي تنظمه الجمعية  بالتعاون مع مؤسسة GIZ في 15-11-2013

وقد رحب الوزير كرامي بالدعوة معلنا موافقته على حضور ورعاية واطلاق السباق.
