Promoting Agriculture in Baalbeck- Hermel region

As a series of activities aiming at bringing the problems of agricultural sector on the public agenda and speculating practical and concrete measures to these problems, the Lebanese Organization of Studies and Training in collaboration with PACE organized a meeting with local NGOs, CSO participants in “Get connected” project and the  agricultural figures at LOST- Ein branch on June 2nd, 2013. The meeting aimed at creating an active link between the farmers and the Ministry of Agriculture.

The conferees discussed the problems suffered by the farmers and set up a list of recommendations to be presented to the municipalities of the region. Moreover, the attendees agreed to present a list of tangible recommendations to the Ministry of Agriculture calling for improving the agricultural services in villages such as Ein, Nabi Othman, Labwe and Jaboula through the project  funded by the Lebanese government and executed by IDAL attempting to support and develop the agricultural exports.

They finalized a list of clear recommendations to be submitted to the municipalities including the following:

•    Improving the agricultural sector through an agricultural strategy.
•    Refining the irrigation networks.
•    Creating an agricultural refrigerator.
•    Connecting with the farmers to recognize and identify their needs (questionnaires and meetings).
•    Building up an agricultural committee in the municipality.
•    Communicating with the Ministry of Agriculture to be more aware of the agricultural programs that support the farmers.

The attendees also came up with some recommendations to be submitted to the Ministry of Agriculture including the following:

•    Selecting one delegate from the Ministry to communicate and coordinate with the farmers regarding the projects related to this sector.
•    Providing guidance courses to farmers on some agricultural issues: “Production development and Competitiveness”.

To LOST, Supporting agricultural sector is becoming a priority for Baalbeck- Hermel’s economic development. 

توصيات زراعية الى وزارة الزراعة وللبلديات لتحسين الوضع الزراعي في البقاع الشمالي

ضمن مشروع  "GET Connected" الذي تنفذه الجمعية اللبنانية للدراسات والتدريب بالتعاون مع برنامج تفعيل المشاركة المدنية PACE في فرع العين عقد لقاء ضم الفعاليات الزراعية في المنطقة مع الجمعيات والشباب المشارك في المشروع هدف الى خلق صلة وصل بين المزارعين ووزارة الزراعة.

وناقش المجتمعون تطلعات المزارعين ومطالبهم الموجهة الى وزارة الزراعة والى البلديات وتقدموا  بمجموعة توصيات لكل من البلديات من جهة ووزارة الزراعة من جهة ثانية لتحسين الخدمات الزراعية في بلدات ( العين – نبي عثمان- اللبوة – جبولة ) لا سيما من خلال مشروع دعم وتطوير الصادرات الزراعية والمنفذة من قبل مؤسسة IDAL خصوصا انه تبين بعد عقد عدة لقاءات مع المزارعين عدم معرفتهم ببرنامج تطوير الصادرات الزراعية الممول من الحكومة اللبنانية

ومما جاء في التوصيات المخصصة للبلديات الاهتمام بالقطاع الزراعي من خلال استراتيجية زراعية  وتحسين الطرقات الزراعية وقنوات الري وإستحداث براد زراعي وإنشاء لجنة زراعية في البلديات والتواصل مع المزارعين لدراسة وتحديد احتياجاتهم  وانشاء لائحة بأسماء وأرقام  المزارعين ومساحة الاراضي الزراعية التي يمتلكونها ونوعية الانتاج  بالاضافة الى التواصل مع وزارة الزراعة لمعرفة البرامج الزراعية التي تدعم المزارعين

اما فيما خص بالتوصيات الموجهة لوزارة الزراعة فقد طالبت بضرورة وجود مندوب من قبل الوزارة للتواصل مع البلديات والمزارعين لاعلامهم بمشاريع الوزارة التي تدعم المزارعين  واعداد دورات ارشادية للمزارعين للتمكن من تطوير الانتاج والقدرة التنافسية بالاضافة الى إعداد لوائح بأسماء وعناوين المزارعين

Supporting Agriculture

As part of “Get Connected” project, the Lebanese Organization of Studies & Training, the CSO participants in Get Connected in addition to many other local NGOs organized a visit to Jaboula municipality where they met the vice-president Mr. Samir El Ghadban and discussed the various ways of activating and supporting the agricultural sector.

Mr. Samir El Ghadban affirmed that the municipality works on establishing irrigation networks and supporting the agricultural sector through holding training courses to farmers by donors’ assistance.
He noted that the lack of financial resources is the main problem that impedes the development of agricultural sector.

It is worth noting that this visit is one of several activities that will be conducted by LOST in Baalbeck- Hermel region in an attempt to support and develop this productive sector and to extend the role of this sector in revitalizing Baalbeck- Hermel region.

لقاء مع نائب رئيس بلدية جبولة لتطوير القطاع الزراعي

 ضمن مشروع  "GET Connected" الذي تنفذه الجمعية اللبنانية للدراسات والتدريب بالتعاون مع برنامج تفعيل المشاركة المدنية PACE زار وفد من الجمعية (فرع العين) برفقة الجمعيات والشباب المشاركين في المشروع بلدية جبولة حيث التقوا نائب رئيس البلدية سمير الغضبان وناقشوا معه سبل تطوير القطاع الزراعي ودعمه.

واشار الغضبان الى ان البلدية تبرعت بقطعة أرض لانشاء معمل كونسروة في جبولة، كما انها تعمل على انشاء شبكات ري ودورات تدريبية للمزارعين بمساعدة بعض الهيئات المانحة بهدف تدعيم القطاع الزراعي.

وتحدث عن ابرز المشاكل التي تعانيها البلدية والتي تحول دون تطوير القطاع الزراعي، ومنها عدم صرف المبالغ المخصصة للبلديات من قبل المعنيين.

الجمعية اللبنانية للدراسات والتدريب تدين العمل الاجرامي في بئر العبد وتطالب الجميع بحماية السلم الاهلي

  استنكرت الجمعية اللبنانية للدراسات والتدريب، في بيان لها التفجير  الذي وقع في منطقة بئر العبد، ورأت ان ما حصل هو عمل اجرامي بامتياز يهدف الى زج لبنان في آتون  الفتنة.ورأت الجمعية في بيانها ان من يقف وراء هذا العمل الإجرامي يريد إدخال لبنان في فتنة طائفية ومذهبية مطالبة الجميع الترفع عن المصالح الضيقة خصوصا في هذا الظرف الذي يحتاج الى تكافل الجميع بما فيه من مصلحة خصوصا لجهة حماية سلمه الاهلي والوصول بلبنان الى بر الامان.

Activating Tourism

As part of “Keep Your Eyes On Baalbeck” campaign- Get Connected project, the Lebanese Organization of Studies & Training in collaboration with PACE organized a meeting with the municipality members , mucktars, NGOs, local and touristic figures at Baytna Restaurant – Baalbeck. The meeting taking placeon June 15, 2013 aimed at setting up the final recommendations to be presented to Baalbeck municipality in an attempt to promote tourism in the city.

The conferees discussed the touristic status in the city since all statistics indicated a big recession in the touristic movement due to the unstable security situation in Lebanon in general and specifically in Baalbeck. The attendees agreed to visit the security and political officials in Baalbeck- Hermel region and the Head of Baalbeck municipality to discuss the issue and call for more safety and security in the city.

They also finalized clear and tangible recommendations to be submitted to the municipality including the following:

•    Combating begging.
•    Seeking to get the privileges granted to touristic cities (Electricity, touristic police).
•    Improving infrastructure.
•    Organizing local festivals.
•    Training tourist guides.
•    Establishing a touristic information office/a hotline to receive all complaints.
•   Activating the touristic committee in the municipality and organizing media campaigns to promote the cultural and touristic activities in the City.

The Lebanese Organization of Studies & Training is going ahead in this activity and all related activities despite the worsened security situation in Baalbeck since LOST believes in its responsibility to foster and develop Baalbeck- Hermel region at all levels even in exceptional circumstances.

لقاء للهيئة الاهلية لمتابعة السياحة ضمن حملة "عينك ع بعلبك"

عقدت الهيئةالاهلية لمتابعة ملف السياحة لقاء في مطعم "بيتنا" في بعلبك، ضمن مشروع "Get Connected" الذي تنفذه الجمعية اللبنانية للدراسات والتدريب بالتعاون مع برنامج تفعيل المشاركة المدنية (PACE)، لوضع التوصيات النهائية التي سترفع الى بلدية بعلبك والتي تندرج ضمن حملة "عينك ع بعلبك" التي تهدف الى التسويق السياحي للمدينة والترويج له.

وناقش المجتمعون الوضع السياحي في المدينة بحيث "تشير الارقام الى تراجعه بشكل كبير وحاد لم تشهده من قبل وهو ما يظهر عبر تراجع عائدات قلعة بعلبك الاثرية بنسبة 65 في المئة منذ بداية العام".

ورأى الحاضرون ان "سبب هذا التراجع يعود، في الدرجة الاولى، الى غياب الامن، فبعلبك مدينة جميلة وشعبها مضياف، وفيها من المقومات السياحية من آثارات وطبيعة، لكن الحالة الامنية التي يمر فيها لبنان عموما وبعلبك خصصوصا أرخت بظلالها بشكل كبير على الاسواق التجارية والسياحة ومهرجانات بعلبك الدولية التي في طريقها الى الإلغاء".

وتوافق المجتمعون على " ضرورة لقاء المسؤولين الامنيين والسياسيين ورئيس بلدية بعلبك والطلب منهم العمل على ضمان الامن في بعلبك"، معتبرين ان "المشكلة في موضوع السياحة في المدينة ليست في الخطط بل في التنفيذ".

وخلص المجتمعون الى رفع مجموعة من التوصيات الى رئيس بلدية بعلبك تتضمن: "مكافحة ظاهرة التسول، مطالبة البلدية بالسعي الى الحصول على الامتيازات الممنوحة للمدن السياحية من كهرباء وشرطة سياحية وغيرها، الاهتمام بالنظافة وتحسين البنى التحتية والرقابة الصحية على الملاحم والمطاعم، تنظيم مهرجانات محلية، تنظيم حملات تشجير والحفاظ على ما هو موجود، تدريب مرشدين سياحيين، انشاء مكتب استعلامات سياحية وخط ساخن للشكاوى، اعتماد خطة انمائية سياحية، اعتماد خطة سير علمية، انشاء مدرسة فندقية واستراحة سياحية، تفعيل اللجنة السياحية في البلدية وتنظيم حملات إعلامية للأنشطة الثقافية والسياحية في المدينة".

Utilizing Ministry of Agriculture programs to promote agriculture in Ein

Youth and CSO participants at Ein branch held a meeting with eight farmers from Ein, Nabi Othman, and Labwe. The meeting aimed at showed an LCD presentation on current programs run by the ministry of agriculture. Then together they explored options of how to respond to these programs. To our surprise, none of these farmers was aware or knowledgeable of such programs. This sheds light on the gap between farmers and the ministry related to poor access to information, services and resources, a role played by civil society organizations. The meeting came up with a set of recommendations including setting more meetings with similar farmers to introduce the ministry’s programs and establishing a committee of farmers and participants to contact other farmers, local municipalities, and the person in charge of the program at the ministry of agriculture.

Promoting Tourism in Baalbeck

 On May 4th 2013, Youth and CSO participants at the “Get connected project, Baalbeck branch” organized a meeting with the Mufti of Baalbeck, mucktars, NGOs, local and touristic figures. The meeting aimed at identifying ways of pressuring the municipality of Baalbeck and the Ministry of Tourism to adopt a comprehensive plan for promoting tourism in Baalbeck. 

They also highlighted the inefficiency of the committee of tourism at the municipality of Baalbeck in such a crucial moment especially that preparations for Baalbeck festivals are underway and tourism season in Baalbeck is about to start. Ex-members of the committee asserted that the committee is no longer organizing meetings and no tourism plan is yet available. They all recommended contacting and mobilizing more key figures to engage them in the initiative of pressuring the municipality. They also assigned the date of the next meeting on May 16th, 2013 to draft clear and tangible recommendations to submit to the municipality of Baalbeck and the ministry of Tourism.
